New Interoperability Rules: What’ll Work, What Won’t, and What Patients Can Expect

Earlier this year CMS finalized the Interoperability and Patient Access Rule which impacts a variety of stakeholders throughout healthcare. While the full rule is not fully in effect until early 2022, several pieces go into effect later this year, leaving industry and patients alike with questions and uncertainty. This webinar will provide background information on what’s in the rule, when each major part takes effect, and then we will hear from an expert panel about how the rule will – or won’t work – and what changes patients will actually be able to see when accessing care.
Mark Scrimshire, Chief Interoperability Officer; Blue Button
As the CMS Blue Button Innovator and Entrepreneur-In-Residence, Mark architected and built the Blue Button 2.0 API for Medicare. Mark is a Chief Interoperability Officer, focused on promoting the adoption of standards-based interoperability and access across Healthcare. Mark is active in the HL7 community and is author of the HL7 Da Vinci Payer Data Exchange Implementation Guide. He brings his passion for improving consumers access to their health information and his experience delivering solutions for Payers and global companies, such as 3M to New Wave.
Dave Levin, MD, Chief Medical Officer, Datica
Dave Levin, MD is a physician, executive and entrepreneur with more than 30 years of experience in healthcare, information technology and innovation. He also has extensive venture advisory experience and works with both investors and portfolio companies. Dr Levin has broad healthcare experience including leadership roles in health plans, hospitals and enterprise health IT.
Dr. Levin is a co-founder and Chief Medical Officer for Datica (formerly Sansoro Health), a digital health company focused on cloud-based integration and compliance services for healthcare. Previously he served as Chief Medical Information Officer for the Cleveland Clinic where he was responsible for clinical information systems world-wide.
Dave is a life-long entrepreneur having founded multiple companies and advised many others. An active venture-stage investor and advisor, Dave currently serves as Vice Chairman of the Board of Directors of 757 Angels, on the Board of Managers for RiverFlow Growth Fund, the LP Advisory Boards for NaviMed Capital and New Richmond Ventures and as a mentor at 757Accellerate. He serves on the Board of Directors for multiple non-profit organizations.
Dave is a nationally recognized speaker and has appeared in diverse forums including academic, industry and consumer media and is the host of “4x4 Health”, a podcast that highlights innovative leaders and ideas in healthcare.
Claus T Jensen, Chief Digital Officer and Head of Technology for Memorial Sloan Kettering Cancer Center
Claus is the Chief Digital Officer and Head of Technology for Memorial Sloan Kettering Cancer Center. He oversees the integration of data and technology resources and develops the data and digital platforms that will enable MSK to meet critical patient care and research objectives. Claus also directs the operations of Information Systems, Health Informatics, and Data Products, as well as other core components of MSK’s information technology ecosystem. He works closely with leaders across MSK to design, create, and optimize solutions that benefit patients, researchers, clinicians, and administrators. Claus is a transformational change agent with a track record of driving multi-year transitional agendas in large organizations, bringing together ideas, people and technology.
His background prior to MSK spans 20 years of transformational leadership roles at Danske Bank, IBM and as Chief Technology Officer of CVS Health/Aetna. During his time at IBM he was a trusted advisor on business and IT transformation journeys for many of the Fortune 100 companies. Claus enjoys learning about world history and spends his vacations exploring different parts of the United States with his wife and two daughters. Claus has a PhD in Computer Science from Aarhus University, Denmark. He is a thought leader in business and IT integration, holds 14 patents, and is a published author of six books and numerous articles.
Kevin McDonnell, Director of Business Development, Partnerships with the Wisconsin Health Information Organization
Kevin McDonnell is currently serving as Director of Business Development, Partnerships with the Wisconsin Health Information Organization. He serves as a data evangelist and business partner to health care professionals that are dedicated to improving the health, wellness, and overall wellbeing of the people of Wisconsin. Additionally, Mr. McDonnell consults, advises, and collaborates with various stakeholders to improve operational effectiveness, reduce variation in care, increase opportunities to use evidence-based practice, and innovate in a myriad of ways. With help from the WHIO, claims data is used to provide or oversee high-quality care at lower costs, to capitalize on more opportunities to successfully engage in value-based contracts, and to better understand the needs of health care consumers and communities.
Previously Mr. McDonnell was Senior Director of Population Health and Healthcare Analytics at Relias. Mr. McDonnell was responsible for business development and strategy and is leveraging his recent SaaS software startup company experience and broad healthcare industry acumen. CMT Healthcare, acquired by Relias, is one of the few population health platform companies with deep clinical experience in behavioral health, behavioral health pharmacy management, mental illness, intellectual development and disabilities, and substance abuse in the nation. With actionable information and insights Mr. McDonnell changed the course of tens of thousands of Americans by using the Relias platform to achieve “whole person health” and to be the recipient of evidence-based and precision medicine. He formed strong professional networks with the unsung heroes in healthcare: behavioral health providers and those who are championing integrated care, entering into value-based contracting, and collaboratively building solutions to combat the Opioid Epidemic and care for America’s most vulnerable populations.
Bill Jordan, BCBS of MN
Bill Jordan is a marketing, product and digital strategist, with cross-industry experience in delivering innovative solutions to business opportunities. As a long-time consumer advocate and pioneer in the digital space, he has worked with some of the earliest interactive adaptors to create or enhance business and product engagement at the crossroads of technology and consumer experience.
As a part of the Consumer & Digital Experience team at Blue Cross Blue Shield of Minnesota, Bill is supporting the insurer’s drive to enhance its focus on engaging consumers through all channels, including Digital.
